Added CDCStrawMaterial for the mylar straws. Right now the fractions of mylar, epoxy and aluminum are rough guesses.  Changed CDchamberGas to a 50/50 Ar/CO2 mixture, closer to what we expect to use.

Remove ForwardDC_HDDS.revised_frames.xml. This is currently the same
as ForwardDC_HDDS.xml. Was used by Simon to test a new configuration
and has since become the standard one.
